    About Palestinian Impact Initiative Fund

    The Palestinian Impact Initiative Fund (PII Fund) is a rapid-response catalytic capital fund whose purpose is to be a source of economic stabilization and recovery for entrepreneurs in the West Bank, with expansion to Gaza as future conditions allow. Addressing vulnerabilities in the Palestinian economy, particularly through support to small- and medium-sized enterprises, is essential to lay the foundation for a resilient and equitable economic future.


    This $5M pilot fund will provide patient, fair and friendly capital to enterprises, injecting critical liquidity in this time of crisis. By filling financing gaps left by banks and conventional lenders, we will stabilize businesses, preserve private sector jobs and strengthen productive capacity. Building on the pilot, we anticipate establishing a larger vehicle with a target of $50M or more.


    Who We Are

    The model for investing private philanthropic capital in the West Bank relies on close collaboration among a U.S.-based donor-advised fund host (Impact Charitable), a Swiss-based global peace-building organization (Principles for Peace), and a Ramallah-based investing team (Middle East Investment Initiative).


    PII Fund is co-founded by Rami Khoury, Managing Director of MEII, and Deborah Frieze, Board member of Principles for Peace, founder of the Boston Impact Initiative and co-founder of Unlock Ownership.


    Investment decisions will be made locally by MEII's team of 25 people based in Ramallah who have a long track record of partnering with Palestinian entrepreneurs.


    PII Fund certifies that capital raised through CataCap will not be invested in companies whose primary business is:

    • Manufacturing or selling weapons, ammunition, or military equipment;
    • Developing offensive weapons systems or offensive military technologies; or
    • Manufacturing components designed exclusively for weapons or military systems.

    In addition, PII Fund conducts full KYC/AML procedures that include ensuring that investments are not on the OFEC, EU or UN sanctions list.
